Existing Agreements that need to be
revised:
JUDICIAL ASSISTANCE
1. Treaty on mutual legal assistance in criminal matters. Signed at Belize September 19, 2000; entered into force July 2, 2003. TIAS
NARCOTIC DRUGS
1. Mutual cooperation for reducing demand, preventing illicit use and combating illicit production and
traffic of drugs. Signed at Belmopan February 9, 1989; entered into force February 9, 1989. TIAS 11600; 2190UNTS 355.
2. Agreement concerning maritime
counter-drug operations. Signed at Belmopan December 23, 1992; entered into force December 23,
1992. TIAS 11914.
STOLEN PROPERTY
1. Treaty for the return of stolen vehicles, with annexes and protocol. Signed at Belmopan October 3, 1996; entered into force August 16, 2002. TIAS
Proposing:
FINANCIAL:
1. Recasting the “New Bonds” to recoup part of the cost of offer & issue estimated to have been US$52
million.
2. Restructuring the entire National Debt to 50 years @ 4.5% with an additional infusion of US$1.8 to
US$2.5 billion.
3. Seeking US Guarantee for new debt.
MAPPING:
4. Basic exchange and cooperative agreement for topographic mapping, nautical and aeronautical charting and information, geodesy and geophysics, digital data and related mapping, charting and
geodesy materials. Navigation, real estate sensing, etc. Some initiatives already underway; ARSI Grants and direct support may turn $150k to $200k benefit per year and numerous high-tech local jobs.
5. Agreement providing for a joint program of aerial photography and satellite imagery for Belize.
MILLITARY:
1. Agreement for the appointment of United States naval officers and personnel to constitute a permanent
naval mission to Belize.
2. Agreement for appointment of an Army mission to Belize.
3. Agreement for appointment of an Air Force mission to Belize.
4. Agreement –Weapons of Mass Destructions –Maritime. (Existing)
TOURISM:
1. Agreement on the development and facilitation of tourism with US Agencies BEFORE Cuba opens its
doors to the US tourism and decimate Belizean. Prepare BZ for Cuban tourism black-hole!
CHILDREN
1. Agreement regarding cooperation on the adoption of children.
SCIENTIFIC COOPERATION
1. Agreement on scientific and technological cooperation.
TRADE:
1. Reciprocal trade Agreement.
2. Preferential tariff for US-made vehicles and machinery.
3. Sanitary and Phytosanitary Assistance/Accord.
4. Free Trade Agreements with USA and Canada. Win-win for Belize.
5. Certifying Belize as Safe Investment, Secure Destination to attract large investment outside of tourism
sector.
ENERGY:
1. Energy exchange/supply Agreement. Energy and petrochemical sectors. The Houston Opportunity in the oil industry, petrochemicals and bio-fuel quota system.
2. Building reserve capacity for Belize with strategic allowance for USA. Alternate sources of energy with UStechnologies.
3. Technology and educational exchange. Creating sister city agreements for intellectual capital exchange, support and investments.
4. Domestic utilization of filtered crude to propel internal growth.
5. Invalidating prior exploration and production agreement, and nationalizing the oil industry thru a
retroactive, gallon-per-gallon audit as the most effective means for either pay-or-leave outcome. The
1973’s VZ nationalization of the iron industry, and the 1974’s nationalization of the oil industry.

The above chart accurately reveals the
recorded, official production in the early
stages of the Belizean oil industry; updating
these figures, which became secretive and
unavailable to the GOB, supports a gallonto-
gallon audit to justify the invalidation of
any and all production agreements. Checks
and balances can be certified by export logs
against production logs & transportation
logs.
