Constitution of Belize Green Independent Party. -BGIP-

Constitution of Belize Green Independent Party. -BGIP-

 by Party Leader Luis Blas Mendez Sr.

We declare the Constitution of Belize Green Independent Party -BGIP- to be predicated on the principles of :-

The Declaration of Independence, and
The Constitution of Belize.

According to the original intent of the Founding Fathers, these founding documents are the foundation of our Liberty and the Supreme Law of the Land.

The sole purpose of government, as stated in the Declaration of Independence, is to secure our unalienable rights given us by our Creator. When Government grows beyond this scope, it is usurpation, and liberty is compromised.

We believe the major issues we face today are best solved by a renewed allegiance to the original intent of these founding documents.

  1. 1.     a.    Preamble

The Constitution Party gratefully acknowledges the blessing of our Lord God the Almighty as Creator, Preserver and Ruler of the Universe and of Belize. We hereby appeal to Him for mercy, aid, comfort, guidance and the protection of His Providence as we work to restore and preserve the our jewel Belize.

This great nation was founded by Christians; for this very reason peoples of other faiths have been and are afforded asylum, prosperity, and freedom of worship here.

The goal of the New Party - is to restore Belize as the tranquil haven of democracy that brought freedom from slavery oppression's rod by the might of truth and the grace of God.

The Constitution of Belize established a Nation rooted in Biblical law, administered by representatives who are constitutionally elected by the citizens. In such a Nation all Life, Liberty and Property are protected because law rules. Belize should be a wonder of Independent thoughts, wisdom, freedom, sovereignty, that give happiness and a manly character where women are treated more fairly and be treated so as to maintain her personal dignity. So that her child feel happy for to such mother.
"RE-IMAGINE BELIZE, WHAT IT WOULD HAVE BEEN FROM INDEPENDENCE 1981 TILL NOW WHEN THE BELIZEAN MOVEMENT DISAPPEAR THROUGH ALL AFTERWARD ADMINISTRATIONS".We affirm the principles of inherent individual rights upon which Belize were founded ;-

WHEREAS the people of Belize-

(a) affirm that the Nation of Belize shall be founded upon principles which acknowledge the supremacy of God, faith inhuman rights and fundamental freedoms, the position of the family in a society of free men and free institutions, the dignity of thehuman person and the equal and inalienable rights with which all members of the human family are endowed by their Creator;

(b) respect the principles of social justice and therefore believe that the operation of the economic system must result in the material resources of the community being so distributed as to sub serve the common good, that there should be adequate means of livelihood for all, that labour should not be exploited or forced by economic necessity to operate in inhumane conditions but that there should be opportunity for advancement on the basis of recognition of merit, ability and integrity, that equal protection should be given to children regardless of their social status, and that a just system should be ensured to provide for education and health on the basis of equality; (c) believe that the will of the people shall form the basis of government in a democratic society in which the government is freely elected by universal adult suffrage and in which all persons may, to the extent of their capacity, play some part in the institutions of national life and thus develop and maintain due respect for lawfully constituted authority;

(d) recognise that men and institutions remain free only when freedom is founded upon respect for moral and spiritual values and upon the rule of law;  (e) require policies of state which protect and safeguard the unity, freedom, sovereignty and territorial integrity of Belize; which eliminate economic and social privilege and disparity among thecitizens of Belize whether by race, ethnicity, colour, creed, disability or sex; which ensures gender equality; which protect

the rights of the individual to life, liberty, basic education, basic health, the right to vote in elections, the right to work and the pursuit of happiness; which protect the identity, dignity and social and cultural values of Belizeans, including Belize’s indigenous peoples; which preserve the right of the individual to the ownership of private property and the right to operate private businesses; which prohibit the exploitation of man by man or by the state; which ensure a just system of social security and welfare; which protect the environment; which promote international peace, security and co-operation among nations, the establishment of a just and equitable international economic and social order in the world with respect for international law and treaty obligations in the dealings among nations; (f) desire that their society shall reflect and enjoy the above mentioned principles, beliefs and needs and that their Constitution should therefore enshrine and make provisions for ensuring the achievement of the same in Belize;

NOW, THEREFORE, the following provisions shall have effect as the

Constitution of Belize:

PART I

The State and The Constitution

1.-(1) Belize shall be a sovereign democratic State of Central America in the Caribbean region.

(2) Belize comprises the land and sea areas defined in Schedule 1, to this Constitution, which immediately before Independence Day constituted

the colony of Belize.

2. This Constitution is the supreme law of Belize and if any other law is inconsistent with this Constitution that other law shall, to the extent of the

inconsistency, be void.

  • That, therefore, it is essential to bind government with the chains of the Constitution and carefully divide and jealously limit government powers to those assigned by the consent of the governed.

Bring Government Back Home, The closer civil government is to the people, the more responsible, responsive, and accountable it is likely to be.

b.     Party Structure

     National Party Congress :- The New Party Congress is largely made up of delegates from the Party's other constituent rank structures and is the Party's highest organ. The root delegates will be selected at random with an amount according to the electorate in the constituencies of the electoral division, with the approval of the Party Leader.

     National Executive  :- The National Executive brings together the Party Administration selected by the Party Leader as well as by the elected representatives of other constituent structures and regional co-coordinators name by the Party Leader.

     National Party Council:- National  Party Council is made up of all elected members of the Party and elects the the two Deputy Leaders (one for the Party, the other for Parliamentary affairs) and determines the Party's broad policy outlines. This is to be endorsed by the National Party congress or by the discretion of the Party Leader.

     Party Administration :- The Party Administration is made of the Secretary General and its secretariat under the Party Leader, Deputy Leaders and elected Party officials.

     Parliamentary Group :- The Parliamentary Group and the Councilors’ Section bring together the Party's elected representatives in parliament and local councilors.

   Although not formally part of the Party's structures the Party should own a number of media and communication outlets either directly or through a holding company. The Party is to own the Sunday paper and the on-line newspaper of this and, through the holding company, One Television and One Radio which broadcast nationally.

 c.    Crime

We favor the right of the state to execute criminals convicted of capital crimes and to require restitution for the victims of criminals after a referendum has been done in this subject.

We are opposed to "hate crime" legislation and to enhanced penalties for so called hate crimes.

  1. 1.     d.    Defense

We oppose unilateral disarmament and dismemberment of Belize's defense infrastructure. That which is hastily torn down will not be easily rebuilt.

Under no circumstances would we commit Belize forces to serve under any foreign flag or command, unless under the United Nation.

The goal of Belize security policy is to defend the national security interests of the Nation of Belize. Therefore, except in time of declared war, for the purposes of state security, no local national guard or reserve troops shall be called upon to support or conduct operations in foreign theatres.

We should be the friend of liberty everywhere, but the guarantor and provisioner of ours alone.

We call for the maintenance of a state-of-the-art military on land, sea, in the air, and in space. We urge the executive and legislative branches to continue to provide for the modernization of our armed forces, in keeping with advancing technologies and a constantly changing world situation. We believe that all defense expenditures should be directly related to the protection of our nation, and that every item of expenditure must be carefully reviewed to eliminate foreign aid, waste, fraud, theft, inefficiency, and excess profits from all defense contracts and military expenditures.

  1. 1.     e.    Foreign Policy

We find no reason to sign in with a 'yes' to go to court if we the defendant owe nothing according to United Nations verdict of our freedom. Who should go to court is United Kingdom and Guatemala about their failed accords and debts. We should struggle to our national socio economic liberation by promoting socially inclusive independence in our homeland. The drive toward economic nationalism is only part of the general revival of nationalism in Belize. We should struggle to our national socio economic liberation by promoting socially inclusive independence in our homeland. The drive toward economic nationalism is only part of the general revival of nationalism in Belize. Guatemala has been another force that has hindered Belize in its economical evolution; we have to solve this dispute.

  1. 1.     Philosophy:-

A political organization with a great manifesto isn't worth a great deal if it teaches young people how to make a living with jobs but doesn't teach them how to make a life.
Even though in this world economic meltdown jobs are essential for our survival we should stretch more for the sake of our future consolidation as a nation. Enhancing our mind makes people easy to lead, but difficult to drive; easy to govern, but impossible to enslave. We should struggle to our national socio economic liberation by promoting socially inclusive independence in our homeland. The drive toward economic nationalism is only part of the general revival of nationalism in Belize. We can conceive that Belize as a nation was born in iniquity, for us as a whole we didn’t embrace it in one fist. Since we got a bilateral Independence and not a unilateral Independence as our legitimate right the prospectus of Belize in due time crumbled by the conception of secret agreements conceived in sin.  A BGIP government shall put gardens in all schools where revenues of vegetables shall be use to upgrade the library. We shall have more info in protecting youngsters from gang street fights and vendettas. Mature our fundamentals within a society's truthful reality vrs a doctrinarian reality reality of the PUDP. We shall all be free, sovereign and Independent Belizeans.
